Government of India Act, 1858 passed the sovereignty of state of India from East India Company to British Crown. Parliament was enacted for the first time under the direct rule of British Crown. This act was dominated by the principle of absolute imperial control without any popular participation in administration of the country. Under this act, all the powers of Crown wetr exercised by Secretary of State of India and was assisted by Council of India(council of fifteen members).

The Secretary of State, was answerable only to British Parliament and he governed India thorough Governor-General, assisted by Executive council consisting of high officials of British Government.

Some of the noteworthy features of the act are:

•The territory was divided into provinces administrated by Governor(or Lieutenant Governor) aided by his Executive Council, where Secretary of State holds the superintendence and control in all matters relating to government
•All the functions and authority of governance of India (civil & military, executive & legislative) was vested in Governor-General in council, who was responsible to Secretary of State
•British Parliament welded the Indian administration through Governor-General and his was last word in matters of policy or of details
•The machinery of the administration enacted by the act was bureaucratic and completely unconcerned about the public opinion in India
