A Group II cadre of 1990 who started his career as a MRO, Rao was promoted as Deputy Collector in 2002.

He worked as the RDO of Vijayawada and Guntur in the years that followed. From 2013 to 2014, he worked as Chief Executive Officer of Zila Praja Parishad, Nalgonda, and from 2014 to 2016, as Additional Joint Collector of Nalgonda district.

As the Additional Joint Collector rank was abolished after the reorganisation of districts, he was posted as District Rural Development Officer of Yadadri Bhuvanagiri district
