Federalism in India describes the distribution of legal authority across national, state and local governments in the nation of India. ... Part XI of the Indian constitution specifies the distribution of legislative, administrative and executive powers between the Union/Federal/Central government and the States of India.

In India, power is distributed between the Central govt. and the State govt.
A third tier was then added in the form of Panchayats and Municipalities. The constitution clearly provided a three fold distributed of legislative powers between the Union and the State Government.

Hope this helps!
