The Duma Council was the legislative assemblies that were made by the Tsar of Russia. Just this is a form of the Russian government institution, which was formed during the reign of last resort, Nicholas II. It is also for the Council of Russian Governors (Bauer Duma) as well as Imperial Russia ('City Duma') for city councils and regional legislative bodies in the city councils and the Russian Federation.
After the Revolution of 1905, the elected advisor to power in Russia was known as the Duma Parliament. It was repeatedly dismissed because it did not want anyone to question about the lack of authority or lack of authority in it.

A duma (дума) is a Russian assembly with advisory or legislative functions. The term comes from the Russian verb думать (dumat’) meaning "to think" or "to consider". The first formally constituted duma was the State Duma introduced into the Russian Empire by Tsar Nicholas II in 1906. It was dissolved in 1917 during the Russian Revolution.
