​​Monarchical Mahajanapadas were those places where the head of the kingdom, or the king, was hereditary. They were sixteen in number Kasi, Kosala, Anga, Magadha, Vajji or Vriji, Malla, Chedi or Cheti, Vamsa or Vatsa, Kuru, Panchala, Machcha or Matsya, Surasena, Assaka or Ashmaka , Avanti, Gandhara & Kamboja .

The monarchical mahajanapadas were ruled by kings. He had a large army and many sources of revenue. Kingship was hereditary. The king's son succeeded him to the throne. Magadha, Vatsa,Avanti, and Kosala were the greatest of these kingdoms.
