Muslim league was formed by leaders like Mohammmad ali jinnah and saukat ali jinnah. This league attempted to get separate electorates for muslims. As muslims were dominated by the Hindus and they were not taken for taking part in elections. They formed this muslim league to get their rights.
Congress have not supported this league because they thought that this would break their relations with Hindus. Mahatma Gandhi took the initiative to give muslims a separate electorate. But , he also not wanted this because this was a method of disintegration of India's society.

The brithisers were practising the policy of divide and rule to weaken the nationalism movement. They encouraged the muslims to form a seperate organisation of their own. Muslim leauge was fomed in 1906 by aga khan, the religious head of a muslim sect and nawab salimulla  of dhaka.
