National Human Rights Commission is an independent commission which is set up by the law in 1993 and is independent of the government. It consists of a chairperson and six members. The chairperson is the ex-chief justice of the supreme court.

The main job of NHRC is to investigate whether there is any human rights violation. It can advice the state to prevent human rights violation. They can also create awareness campaigns and encourage the work of NGOs. The commission can visit any institute and check whether the detained people are kept in compliance with human rights. NHRC cannot inflict a  penalty on the guilty and punishing is responsibility of the court.
