The Council's present composition is as follows: 10 members are chosen by Uttar Pradesh's Governor. 38 members shall be chosen by the Legislative Assembly of Uttar Pradesh and 36 members of the Local Authorities

The number of members in the legislative council constitutes mostly of elected members of Assembly and members of municipalities, district boards and other local authorities within a state, few members are from teaching backgrounds and are registered graduates. And few nominations for the position of members are decided by the Governor who has shown their excellence in fields like arts, literature, etc. The members representing the legislative council must be not less than 40 members.
