The system of maintaining Official Records was originally introduced by the Mughals. They kept a track of every decision taken by the government, and kept it safely. After the British had captured India, the system was further used and perfected by them. The reason the British had to maintain these records was because they were answerable to the British Government in their homeland, Britain.
