Local self government at village level consists of a three tiered structure. This includes the Gram panchayat, the Panchayat Samiti and the Zilla Parishad. The urban areas have their own municipal corporations.

The Gram Panchayat looks after administration and development at village level. It is an elected body with a sarpanch as its head. The members are elected by the Gram Sabha which comprises all adult members of the village.

The Panchayat Samiti is the body at block or taluka level. It is the link between the gram panchayat and district administration.

The Zilla Parishad is the local government body for rural administration at the district level. It is the uppermost layer of the Panchayati Raj system.

The functions of Panchayat bodies are as follows:

Implementing agricultural development

Supplying drinking water

Construction and maintenance of roads

In 2011, the erstwhile state government led by Omar Abdullah took an initiative and conducted Panchayat elections in the entire state. These elections were by and large successful and almost all seats were filled. Though the practice of Panchayat elections was there in Jammu and Kashmir it was done only when the state government wanted.

The Panchayati Raj system or Panchayati Raj institutions that we see  in Jammu and Kashmir today has a history and a struggle behind it. History suggests that this system was first introduced in 1935 by Maharaja Hari Singh in the princely state of Jammu and Kashmir. The main purpose of establishing this institution was to assist the state in village affairs. This institution was primarily given the task of settling local disputes among the population. Given the effectiveness of this institution, theMaharaja's regime amended the Panchayat Law in 1941 to broaden it  and give more activities to this institution. In 1947 the Maharaja's regime ended and all powers were transferred to Sheikh Mohammad Abdullah as Chief Executive of Jammu and Kashmir. Sheikh Abdullah made other amendments to this law that expand the functions of these institutions. This law was amended again  in 1951 and 1958. However, the institution remained limited to matters at the village level.The panchayat means some members and a sarpanch, and even some members of the panchayat were only nominated by the government. This practice continued through the late 1980s, and eventually in 1989 the government of Jammu and Kashmir introduced new legislation and enacted Jammu and Kashmir. Panchayati Raj Act 1989. This Act provided for the three tier Panchayati Raj system in the state namely Halqa Panchayat, Block Development Council (Block Samiti) and District Planning and Development Board or Zila Parishad. The most important provision of  in this law was the Panchayati Adalat (a judicial function of Panchayats) with the power to settle all non-criminal local disputes. Under this law, the first Panchayat elections were held in Jammu and Kashmir in 2000, however most of the seats remained vacant at the time due to pressure. by militants and separatists, especially in the valley districts.After the term ended in 2005, there were no state elections for the next six years until 2011.
