The plasma membrane is made up of lipids and proteins. It is semi permeable or half permeable in the sense that it allows free passage of solvent, i.e., water but not of solutes. It allows only selected solutes to pass through. Thus, traffic across plasma membrane is regulated. Since only selected solutes can pass through the membrane, it is said to be selectively permeable barrier.
