The key to Stalin's rise was his position as General Secretary of the Communist Party. In theory, the post was considered meaningless and boring to the likes of Trotsky, Kamenev, and Zinoviev, but in reality, it allowed Stalin to appoint whomever he wanted to various other posts in the Party. When Lenin suffered his first stroke, Stalin forged an alliance with Kamenev and Zinoviev to virtually rule the Soviet Union while Lenin recovered. Lenin was in the process of having Stalin removed from office because he realised what a brute the Georgian really was, but died before anything could happen. Stalin began criticising Trotsky, under the platform of "Socialism in One Country", meaning the Soviet Union should build its own power before spreading Communism to other nations, and was able to bring down all three of his opponents in a matter of years and forced Trotsky into exile in 1929. As a result of being able to appoint allies to important posts, by 1930 Stalin dominated the Politburo, the Soviet Union's legislature. In 1934, Stalin orchestrated the murder of his friend Sergei Kirov, the leader of the Leningrad Communist Party, in order to initiate a nation wide manhunt to find the killers. The result was the Great Terror, where anyone from the lowliest peasant to the head of the NKVD (the predecessor to the KGB) could be arrested for treason, tried, and punished. By 1938 Stalin was in complete command of the Soviet Union.
