it was passed by the british government in india which restricted the movement of people and prevented them from gathering together so as to not let them hold any processions against the government. it was passed in the year 1919 during the ongoing first world war. it gave the government full authority to to put anyone in jail for 2 years without trial, anyone whom they think is a terrorist or a threat to them.
