Sarva Shiksha Abhiyan (Hindi: सर्व शिक्षा अभियान, Sarva Shikshā Abhiyān, English: Education for All Movement), or SSA, is an Indian Government programme aimed at the universalisation of elementary education "in a time bound manner", the 86th Amendment to the Constitution of India making free and compulsory education to children between the ages of 6 to 14 (estimated to be 205 million children in 2001) a fundamental right(Article- 21A). The programme was pioneered by former Indian Prime Minister Atal Bihari Vajpayee.It aims to educate all children between the ages 6 to 14 by 2010. However, the time limit has been pushed forward indefinitely.

India follows a parliamentary system in which the prime minister is the presiding head of the government and chief of the executive of the government. In such systems, the head of state, or, the head of state's official representative (i.e., the monarch, president, or governor-general) usually holds a purely ceremonial position and acts—on most matters—only on the advice of the prime minister.

The prime minister—if they are not already—shall become a member of parliament within six months of beginning his/her tenure. A prime minister is expected to work with other central ministers to ensure the passage of bills by the parliament.
