Universal of Elementary education failed in achieving their objectives and goals because they failed to provide qualitative improvement in education for their students.

They failed to enrol large number of students across the world.

You should note that UEE or Universal elementary education is not a substitute for formal education but it was started with a view to create literacy environment among society but they failed.
