Whenever this question strikes my mind I feel how much are country has wasted time. But now it's over for us and we all need to take big steps for development. The first thing we need to do is that we have to construct an admintrative machinery that has ability to collect tax from each of the following person who is working. Being an Indian I feel my country is very big in terms of size and population which makes this process even more difficult. The biggest failure is that we are not able to collect tax from small shopkeepers those who own shops in small towns and villages. I think we need to make strikt laws on the bill system and to provide even more transparency into it we can charge income tax directly from the items brought by the seller just similar to what is known as VAT in our country.This might decrease India's position in the ease of doing business but it can provide with a lot of benefits.If you were unable to understand I would like to tell it in brief. The cycle starts from the manufacturer. If the manufacturer manufacturers a product the VAT and income tax should be charged directly before the product is sold.The same applies to the wholesaler, distributor and retailer. As it is very obvious that if someone manufactures or buys a product it will be sold to earn money. Mark as a brilliant answer plz...z
