Controversial laws are laws that are not widely accepted by the people and may spark a general debate about there constitutional legality-meaning they may or may not be violating the constitutional requirements . The unpopular laws on the other hand are laws that are fully constitutional but are just not widely accepted by the public. 
Controversial laws examples may include laws that limit religious practice or freedom of movement, or speech or laws on abortion
Unpopular law examples may include such laws as; those that inhibit hawkers from selling in the streets or laws that increase income tax.
