How about I give you a couple of suggestions!
1. You could always include a short incident or a story in your speech. Google some stories about prisoners!
2. Try to keep it as original as possible! But you could always look for inspiration on the Internet.
3. Start with a strong introduction which immediately gets down to
business. There is no use in going round the topic.
4. Voice modulation. Raise or lower your voice depending upon the kind of effect you want.
5. A strong conclusion always leaves the audience in awe!
6. If you are speaking against the fact that prisoners do not reform in prison then include incidents where prisoners did reform and vice-versa Listen carefully to every word said and then question the statements
