In the indirect speech , every action goes in past.

means when the action in the present ,it is convert into the simple past. When the action is in past as well as in the present perfect tense ,it is converted in to past perfect tense.

When the action is completely decided then the simple present remain same.

when you do indirect speech after your speaker asked , told suggested ,ordered ,respected ,etc are used according to your sentence .
