It would be prejudicial to say that the British government totally ne­glected the problems of India’s villages. Even we would go a step further and say that during the feudal period the Muslim rulers and their counterparts in princely states did not neglect the village people. In the medieval period several battles were fought, lakhs of people were killed, and tonnes of money, was looted.

All this was ghastly but the history tells us honestly that these feudal rulers did not disturb the village life. Close to the fields, the battle was fought and the cultivator ploughed his fields while singing the verses of the Ramayana. All this happened peacefully because it was the prime interest of the feudal ruler to get regular revenue from the peasants. The revenue was the only source of maintaining the kingdom.

What we want to stress is that the British did not totally neglect our villages. In fact, several of our village agricultural problems were for the first time identified during the British period. Beginning from the 17th century to the attainment of independence, a large number of development programmes were implemented for the development of India’s villages only. Here, first we take up the efforts made for devel­opment during the British period.
