By heating coal in the absence of oxygen at a high temperature and quickly enough, moisture, clays, pyrites and other non-combustibles are separated. This leaves a cleaner coal that burns hotter and emits less pollution.
This process created the patented SYNCOAL that showed it could have met the Obama standards. This was in 1980.
