Even though the temperatures outdoor may not reach water's boiling point (100 degrees celsius), it can still evaporate (not boil, there is a big difference). As the water is slightly heated, the particles on the surface gain enough energy to separate from the water and become gas molecules, but this process is slow hence the cup of water will take days to fully evaporate. Boiling is different because all water molecules inside a cup of water would have the same amount of kinetic energy and turn into gas molecules simultaneously.
