For a substance to boil, its vapour pressure must be equal to the atmospheric pressure. So for water to boil at a temperature of 100 degrees centigrade, which is it's boiling point, the vapour pressure of water must equate the atmospheric pressure.

In this case, if you want water to boil at a temperature lower than it's normal boiling point, all that you need to do is to reduce the atmospheric pressure. This can be achieved by carrying out the boiling at higher altitude.
