Answer:I presume you are thinking about asking, say, the senior pastor, or the parish priest, about use of the buildings, and not, for example, asking the Archbishop of Canterbury (or the Director of Home Ministries) about running something applying to the whole of the Church of England or the State Baptist Association. Those larger scale operations are extremely complicated and, in most instances all a State or Regional leader can do is recommend a program to the member churches in his denomination.
