Brain drain implies emigration of qualified and technically sound individuals from one country to another. It is a process that takes place from a developing country to a more developed one. The reasons for brain drain are primarily two, viz. (a) lack of job opportunity in the country of origin, and (b) better economic opportunity in the developed country.
India has been suffering from the effects of brain drain for over thirty to forty years now. In the past decade or so, this phenomenon has attained epic proportions. Ironically, in the US or UK, the medical service rendered by the Government or the private hospitals is efficiently run due to a large army of Indian doctors. So also is the case in the fields of engineering and scientific research. In academic institutions too, Indian experts educate the youth of those and other countries. One finds to a lesser degree the same scenario in countries like Australia and New Zealand. These brain drain causes immense gains to other nations to our peril!
It is high time the Government of India cured this malaise by creating suitable opportunities for its bright scientists, doctors and engineers. Government healthcare delivery system must be improved by inducting more medical graduates in a meaningful way. The engineers should be deployed in nation building, vital to India’s growth as a nation. In this noble mission, the incumbent Government must join hands with the private sector and institutions of excellence. The scientists must be provided with equipment and laboratories to conduct cutting-edge research, free of bureaucratic control. In this effort, certain areas may be uncharted territory for existing Indian experts; in such events, foreign and expatriate Indian experts should be invited from abroad to render professional advice in the setting up of world-class institutions. It is time we do all of this to arrest the brain drain and utilise the services of Indians now living abroad to take the country forward at a fast pace.
