Answer:

Public libraries were first formed in 1884 in New York City. They were created as America became more wealthy and populated and the push for basic education (in linguistics and writing) became more pressing to the US government. The libraries were made to help quench people's desire for knowledge, and later incorporated children's books for basic, rudimentary information for children that needed practical knowledge before entering school. The entire public library system was made to be more affordable than going to a local book store to buy a single purchase of a book that had the high probability of never being used again, and people often reveled there as a place for entertainment and enjoyment especially with the cheap costs.

Now, in the modern era, the public library is floundering due to the use of screens and other technologies (such as the kindle paper-white and their use of kindle unlimited), along with the slight reduction in book costs. The reading habits among children due to this have become less controlled and learning to read is now a core subject in many receptive (kindergarten) classes today. And, with the collection of more books throughout the years, many of the ideals that the public library had established for are now diminishing.

Children are also starting to lose their imagination and wonder of hidden worlds in books, as they are absorbed with the movies and shows that play on their iPads and Computers that supplement creative thought for them, this can stunt the creative industry and thought process for many children and hinder their involvement in many core classes such as English, Arts, Music, and even Language.

Many present authors have shared their love of reading, and how most of their families couldn't afford the current book that was on the bestselling charts. The library enabled them to 'purchase' novels, and many of the acclaimed writers today would not exist without them.

Public Libraries have been the core foundation for learning the english language for many years. Along with being cheap and affordable, they can also be used as places that hold great entertainment.
