Article 14 guarantees to all citizens equality before law which cannot be denied by the state. Article 15 prohibits discrimination on the grounds of religion, race, caste, sex on place of birth to access to facilities provided for the general public. The constitution also provides for equality of opportunity for all citizens in matters relating to employment or appointment to any office under the state (Article 16).It abolishes untouchability (Article 17) and prohibits the conferring of titles except for military and academic distinction (Article 18)
Meaning of Equality :
The term equality ordinarily means that all men are equal and all should be entitled to equal opportunity and treatment. According to Laski, equality means two things :(a) "the absence of special privilege...."and (b) "adequate opportunities are laid open to all".Negatively equality means that special preference of all kinds should be abolished. No discrimination should be made on the grounds of birth, wealth, sex, caste, creed or colour. This is a negative view of equality. Positively, equality implies provision of adequate opportunities to all. No one should be debarred from the realization of his ambition in his life, if he possesses the requisite merit. That is why the state should provide adequate opportunities to all for developing their abilities to their full stature. This is a positive view of equality.
