The special provisions of the Indian Constitution relating to the hill areas of the North-East are as follows:

1) Protection of the cultural identities, customs,economic and political interests of the local population, i.e. the original inhabitants of those places. This covers the tribal hills of Assam, Arunachal Pradesh, Manipur, Nagaland, Mizoram, Meghalaya and Tripura.
2) The Governor is authorised to make regulations restricting/prohibiting the transfer of land by or among members of scheduled tribes. All such regulations have to finally have the assent of the President.
3) Tribal advisory councils must be constituted to advise the Government on matters relating to the welfare of the tribes and their occupational area.The executive power of the states shall, however, extend to the scheduled areas.
4) The Governor of the states have to submit annual and/or periodic reports, if necessary, regarding the administration of such areas.
5) The Governor may exercise his/her powers to direct the state government not to apply any Act of Parliament in the scheduled areas.
6) The President may appoint commissions to enquire into and recommend how the tribal hill areas are being administered. This is mandatory once every ten years; the first such commission was appointed in 1960 and submitted its report in 1961.
