The current rush of migrant labours due to sudden lockdown of the country in an effort to contain the spread of coronavirus pandemic has become the most glaring issue of the day and an eye-opener in a real sense.

The perpetual extensions of lockdown period and closure of almost all the industries triggering the halt of related activities like construction, transport and movement of goods has left these labours perplexed and confused. The fear of getting stuck up and fast depletion of finances with them has led to an unprecedented exodus towards their native places.

This is horrible and disastrous as will lead to spread of the pandemic in other areas and adversely affect in starting of economic activities and the industries in the area which they will leave. This issue needs to be handled carefully in both present and future context, the view could be humanitarian and the economic as well.

The steps taken by various state government and the centre has hardly been convincing and effective to change their mindset. Ever since independence, the Indian poor have largely been dependent on agricultural and construction activities at their places and the nearby suburban areas. But eventually, their jobs were taken away by the tractors and machines, even the building and road construction has been largely automated with hot mix plants and laying of mixes through machines, increasing efficiencies in those activities.

In the past couple of decades, the IT-driven economic boom in India was confined to only select metro cities such as Delhi NCR, Mumbai, Pune, Hyderabad, Chennai etc. The rich farmers of Punjab shifted their base to countries like Canada increasing their dependency on migrant labours from Bihar, Jharkhand and UP.

These phenomena triggered the migration of labours to these fast-developing regions in a very large scale. Now the covid-19 pandemic has put them in deep trouble as the fear of disease, depleting finances and the loss of job has left them in utter insecurity.

Though the effort by the governments to send them to their places is commendable, it is not sufficiently effective to handle such a large number. A more efficient, economical and convenient way could be to make them stay at their places by coordinating with the industries at those places, getting them absorbed at work through industry -govt partnerships.

Steps like the resumption of Govt. projects, construction activities in a selective manner with the observance of social distancing, immediate financial aid and testing of workers could be initiated by the respective state governments at metros and industrial areas where the commercial activities are concentrated. Else it will be rather impossible to re-start the economic activities as it is being rolled out in phases by partial lifting the bans and easing lockdown norms.
