Many reasons. But the main reason is the attitude towards work. If the Japanese workers want to protest against their management, they will wear black arm bands and work for double the time. Indians ,on the other hand, look for every opportunity to evade work. They love hartal, bandh, strike, protests, dharna, sit-ins, lock outs etc etc. We need just an excuse to party. Even if people go to work place, they do everything other than work. Gossip, grapevine, backbiting are some of the favourite pastimes. Many people go to office only to take advantage of the high speed internet connectivity and download movies and music.

Collectively, we can call this ' Aaram' culture or ' Chalega' attitude. The work is never completed on time. Deadlines remain deadlines. Tomorrow never comes. Sometimes even Today never arrives. Indian punctuality has acquired a special meaning in the English language. This attitude is unique to the subcontinent. All our brothers in Pakistan, Bangladesh, Nepal and Srilanka share our apathy and indifference to work.

Why we are like this? NATURE had made us like this. No. I am not referring to God. Here, nature means nature or more specifically, MONSOON. The word monsoon may have Arabic origins but it is quintessentially an Indian phenomenon. It comes unfailingly every year on June 1st. ( Well, give or take a week, it doesn't really matter) Give copious rainfall for the next 4 months and then vanishes. The land transforms magically into a green carpet and gives bountiful returns to the farmer who have to do precious little other than to count the days to harvest the booty. You will be now wondering what is the relation between this nice story and India not becoming a developed country. But there is a connection.

The same nature which made India rich had made us lazy. The harvest does not require any special storage facilities and will feed the whole family for the whole year till the next monsoon arrives. So, they have to basically kill the time for close to one year. Ditto for the whole village and for the whole country. Every village has a banyan tree, gossip circles, variety of card games, village festivals, various forms of dance, music, etc. No wonder, India invented chaturang, the forerunner to modern chess. Time becomes immortal in India. We have to find time to kill time.

Time pass has become part of our DNA. It pervades us. Time pass has conquered time. Modernity had no impact on it. Time pass stands still. We became argumentative indians. We can never agree on anything. Debates are done not to find a common ground but just to kill time. Even thinking and philosophing is an novel attempt to kill time.

We tried our best to kill time. But time kills us. Inactivity destroys the vigour of the soceity. Time has taken revenge on us for being disrespectful to it. We love symbolisms and sloganeering. We never complete any infra project on time. We write articles , analyse, criticise but never attempt to DO anything.

So, a country of perennial rivers and fertile soil had become the land of deprivation. Can we change it? Yes. But for that we need to identify the DNA which has made us what we are. Alas, even the human genome project using the super computers have failed to identify this DNA.

Don't worry. Here, DNA was only a metaphor to denote the malaise which afflicts us. We need to make conscious efforts to remove lethargy from our collective conscience.

Why not start that effort today? Today has arrived.

2⃣If your country is held with natural calamities and wars, you will never progress. Because every time you start from the scratch.

3⃣If you have a will, there is a way, otherwise, keep doing surveys on floods (it's been already 70 years).
