Due to anomalous expansion of water water after reaching 4 °C, water starts expanding and thus fishes can survive even when it is freezing cold outside. The biggest advantage is when watergets cold and expands it is less dense. ... Because it is less dense when it freezes the ice floats too.

When water starts to cool, it becomes denser. The denser layer of water settles down replacing the lighter layer. As a result, the lighter layer goes to top. On reaching a temperature of 4oC, the water starts to expand on further cooling due to anomalous expansion which decreases its density.
