The full form of SAARC is -

South Asian Association for Regional Cooperation 

It was founded on 8 Dec 1985 in Dhaka (Bangladesh) with Secretariat in Kathmandu (Nepal)

Present Secretary general-  Mr. Amjad Hussian B. Sial (Since March 2017 - Source SAARC official Website))

It is a regional organisation to make collective efforts for mutual cooperation in different areas. It is an economic and political organization to benefit all member countries in South Asia. 

The member Countries are-
 
Afghanistan, Bangladesh, Bhutan, India, Nepal, the Maldives, Pakistan and Sri Lanka.

THere are some countries with observer status like the Europen Union, the USA. China.
Mayanmar is also an observer but is willing to be a full fledged memnber of the SAARC.
