• Adivasi, Hindus, Dalits, women and other oppressed groups claim that they have equal rights to be recognised simply by being residents of a democratic country. Many of them appeal to the Constitution to deal with their problems. The right to protect communities from continued abuse is translated into legislation. Policies are developed to encourage access to development by these groups.
• The aims of the Act specifically reflect the Government's intention to bring justice to these communities by proactively empowering them to live in a dignified and self-esteem community without intimidation, abuse or the oppression of the dominant castes. Untouchability was a visible and unparalleled offense in its transparent and secret nature, and such an offense is strongly punctuated.
