Cities, administration, irrigation. Ah wait, you say, the Nile didn’t need irrigation. True, but irrigation extended the farming area. Temples, palaces. (Although in the case of Harappa we don’t actually know if they were palaces.) Trade networks. Harappa traded with Mesopotamia and Egypt obtained lapis lazuli from the production centers in present day Afghanistan. (Via a lot of middlemen, of course.)
