Amendments are the only way to change the constitution. The purpose of amendments is to provide a law with the protection of the federal government. States are unable to pass any law that violates with an amendment.

The reasons for constitutional amendment:

1. Elections for the local governments were not held regularly.

2. Local government did not have any powers or resources of their own.

So inorder to make the decentralisation of power more effective the constitution of India was amended in the year 1992.
