Lord Curzon's intention was to divide Bengalis, not Hindus from Muslims. The Western districts formed the other province with Orissa and Bihar. The union of western Bengal with Orissa and Bihar reduced the speakers of the Bengali language to a minority. The partition of Bengal was seen as the British tactic of 'Divide and rule policy'. The reason for such a partition was stated as to run the administration smoothly but in reality an attempt was made by the British to dilute the demand for independence. Later Bengal was united once again in 1911.
