A map is a diagrammatic representation of an area of land or sea showing physical features, cities, roads, etc. whereas a picture a picturemade using a camera, in which an image is focused on to light-sensitive material and then made visible and permanent by chemical treatment, or stored digitally.

Hey, Here's your answer:
Maps are dynamic in nature - for example when you zoom in on a map, the quality remains the same and added details are visible. Maps are for guiding about distance, nearby places, how to reach etc.
In a photograph the content remains the same. Zooming in just zooms in on the same content, amplifying it. Photographs are actual and give detail of particular subject only. Photograph of a place does not mention all the details that a map give us.
