The vessels that collect blood are veins, and those who are distributing are arteries.
Main difference between them are as follows -

Veins-

1) they carry blood from tissues back to the heart.
2) they are generally situated near to the surface of skin.
3) they are less muscular than arteries, but contain valves so that blood flows only in one direction.
4) they carry deoxygenated blood from tissues.
5)they would collapse if blood flow stops.

Arteries-

1) these vessels carry blood from heart and distributes it among all the tissues of the body.
2) they are situated more deeper in the skin (that's why we can see veins through our skin and not arteries)
3) they are more muscular, as they have to sustain through the high pressure in which blood flows.
4) they carry oxygenated blood.
5) they generally remain open, when blood flow stops, because of their thick muscles. So in short, they do not collapse.
