  3. Dividing the Empire : From all of his reforms, Diocletian was able to identify one fundamental problem with the Roman Empire, something previous emperors refused to acknowledge. It was simply too big. A single person could not control the infrastructure needed to maintain the vast empire. So, Diocletian did something very unexpected. He split it in half.
