Akbar was the first great Mughal emperor who expanded the empire through conquests and allies. He administratively divided his kingdom into fifteen provinces or Subah, each headed by a Subahdar. However, number of provinces increased during the reign of Aurungzeb, some of which later became independent by the beginning of the 18th century. There was no distinction made between the old provinces and the newly added ones from the conquests, as all were equally treated under the Mughal rule.
