the equation of a line with slope m and c intercept on y axis is given by,

                  y=mx+c

compairing it with the equation y=3x+5

we get,

       m=3  and c=5

the line passes through (0,-1) so,

          x=0   and y= -1

The line passing parallel to this will have same slope so substituting values of a,y and m in y=mx+c we get,

   -1= 3*0 + c

or, -1 = 0+c

or, c= -1

Again,

Putting values of m and c in y=mx+c we get,

  y= 3x +(-1)

or, y= 3x-1

hence, The required equation is y=3x-1
