OK I will make it very simple
In a simple sense, clouds are formed by moisture rising from the surface via heating and evaporation. As the moisture rises into the atmosphere, it cools and begins to condense. But the moisture needs something to grab onto before it gets disbursed by winds. Dust, dirt and other gunk in the atmosphere give the droplets a place to collect and hang out until conditions change — a wind blows them apart or the moisture condenses and falls since it is too heavy to be held in suspension.
