To open MS Publisher...
Click Start menu
Go to all programs
Go to Microsoft Office
Click on MS Publisher.

To open any file...
Go to file menu
Go to open option
Navigate and select any publisher file
Click Open.

To save...
Go to File menu
Click Save option
Choose directory to save your file and type a name
Click Save.
