Answer:

The lines are from Samuel Taylor Coleridge's poem "The Ancient Mariner". The lines in the question are from the second part of the poem where the men in the ship were desperately thirsty but couldn't get any drinkable water.

Explanation:

Samuel Taylor Coleridge wrote his longest poem "The Ancient Mariner" in 1797/98. Since it's production, there are different sorts of interpretation attached to it.

An old man, a sailor stops one of the three men who were on their way to a wedding celebration. He began telling him of how he and his men were sailing in a foggy place, when an albatross came and helped then steer clear of the foggy course. Instead of being thankful to the bird, he killed it. The other crew members were dismayed, blaming him for killing the divine omen. Then the ship began to experience a lot of troubles. The men ran out of drinking water, got stuck in the middle of nowhere. They made the Mariner wear the dead body of the albatross on his neck. They believed that an angered spirit had come to avenge the killing of the bird.

The sailors experienced a lot of obstacles, eventually killing all of them except the mariner. The experience out at the sea made him realize the importance of prayer and the reverence one must have for God's creatures. After he got back on land, he began telling is tale about his tale to anyone willing to listen to.

The lines "water, water everywhere/ nor any drop to drink" are from the second part of the poem when the mariner and his men were so thirsty but couldn't find any drinkable water. It shows the despair and difficult situation of the men out at sea.
