It was until recently confined to the state of Jammu & Kashmir but has gradually spread across the length and breadth of the country. The terrorists are opposed to the very idea of India; they want to destroy its icons and its symbols.
Terrorist modules are active in several urban conglomerations. The security forces and intelligence agencies of the country are quite capable of handling the terrorist threat, but they are hamstrung by government policies.
