Permanent is unaffected by time, eternal, while temporary is destined to (or forced to) change with time. Sometimes the terms are contextual: "permanent" relative to other measures of temporary things. Hair color is permanent, though it can still be affected by other dyes and also grows out as new hair grows. Tattoos fade, or sometimes stay saturated until a person dies and the skin disintegrates, with the tattoo disintegrating along with it.
