The Public Welfare Board (PWB) was established in 1915 with the responsibility of researching, coordinating, and overseeing all public and private organisations that provide social services. The Department of Public Instruction's Bureau of Public Welfare took up the PWB's duties after it was abolished in 1921.

The Department of Health and Public Welfare was established on November 1 by Commonwealth Act No. 439, and the Bureau of Public Welfare was formally integrated into the department in 1941. The Bureau oversaw all state child-care facilities and the delivery of child welfare services in addition to coordinating the services of all private social welfare institutions. The Social Welfare Commission, a division of the Office of the President, was established in 1947 to replace the Bureau of Public Welfare, which was abolished by President Manuel Roxas.

The Department of Social Welfare was established in 1968 by Republic Act 5416, also known as the Social Welfare Act of 1968, which gave it executive branch status. By Presidential Decree No. 994, the Department of Social Welfare has renamed the Department of Social Services and Development (DSSD) in 1976. President Ferdinand E. Marcos signed this into law, giving the department a clear institutional identity. In accordance with the shift in the structure of government, the DSSD was renamed the Ministry of Social Services and Development (MSSD) on June 2, 1978.
