The resistance of a conductor first depends on the material from which it is made. The resistance is nothing but opposition in the path of free electrons of conductor . This opposition in conductor varies from material to material. Then there are others which contribute to the resistance of a conductor . They are :

Temperature : The temperature is a vital factor in determining the resistance of conductor . More the temperature , more free electrons are generated and more the energy get to travel . Thus in case when temperature increases , resistance decreases .

Area of cross section and length : More the area of cross section , the resistance is less . That is area of section is inversely proportional to resistance . Similarly, length of directly proportional to the length of conductor . More the length , more the resistance .

Specific Conductivity: This property refers to how much will the substance will conduct .This property is fixed for a fixed material.

All the above conditions are a basic necessary conditions for the consistency of Ohms Law.
