Since the government resources were limited, their effects were uneven, workers often lead hard lives and due to rapid constructions the working conditions were also poor living quarters during winter in -40℃ people had to come down from fourth floor and dash across streets to go to the toilet, however, it can be seen that Creches for children made it easier for women workers and that Cheap public health care was provided and extended schooling systems and other arrangements for factory workers and peasants were made to help them enter Universities, but as said since resources were limited their effects were uneven.
