This compound has two groups : alcohol and carboxylic acid. Since, carboxylic acids are given more priority than alcohols so carboxylic acid will be the functional group and alcohol will behave like substituent.Hence IUPAC name of the compound will be 2-hydroxypropanoic acid, commonly known as lactic acid.
